VISION

The Office of Admissions aims to become a highly effective unit of the University campus in the assessment for admission of prospective enrollees and in providing for scholarship grants to deserving youths of the MINSUPALA region.

MISSION

The Office shall strive for the judicious implementation of admission and scholarship policies safeguarding the academic standards set by the University and shall pursue more effective screening programs to further elevate the selection and recruitment of new students, scholars and other grantees.

GOALS

To provide an effective admission, testing, and scholarship services designed to support and promote the University’s vision and mission of academic excellence and the socio-economic development of the Muslims and other cultural groups in the MINSUPALA region.

FUNCTIONS

1. To develop, supervise and coordinate the implementation of admission policies and procedures under the direct supervision of the Vice-Chancellor for Academic Affairs;
2. To administer and supervise the annual MSU System and Scholarship Examination for the MSU-Tawi-Tawi;
3. To implement the campus scholarship policies in close consultation and as authorized by the Campus Scholarship Committee;
4. To formulate and implement policies governing the admission of transferees, second-degree students, foreign students and the re-admission of scholastic deficient students;
5. To render assistance to students who are having admission and scholarship concerns;
6. To undertake studies and recommend improvements on student admission, scholarship and performance;
7. To promote and establish goodwill and rapport with the community especially with all high schools in the MINSUPALA region for continual input of freshman students.

THE ADMISSION PROCESS

For admission, prospective students should bring a short brown envelope, 3 copies of 2X2 ID pictures (recently taken close-up shot) and the following documents (with 2 photo copies of each):

FOR FRESHMEN:

1. High School Report Card (Form 138-A)
2. MSU SASE Report of Rating (with passing score)
3. NSO-Authenticated Birth Certificate (original)
4. Certificate of Good Moral Character

FOR TRANSFEREE:

1. Honorable Dismissal and Official Copy of Units Earned
2. NSO-Authenticated Birth Certificate (original); and
3. MSU SASE Report of Rating (with passing score)

(FOR THOSE WHO HAVE EARNED LESS THAN 42 COLLEGIATE UNITS)

• Step 1. Present the documents above to the attending admission personnel. Secure an Application for Admission form.
• Step 2. See the college physician at the College Infirmary for medical examination and from whom you secure a medical clearance to be presented to the admissions personnel.
• Step 3. Accomplish Application for Admission, making sure all solicited information are filled up as completely and accurately as possible. Incompletely-filled up or unsigned form will be returned.
• Step 4. Secure Notice of Admission.

You may now proceed and present your Notice of Admission to the registration adviser for the course you intend to enroll in.

FOR RETURNING AND SHIFTING STUDENTS

• Step 1. Present your official copy of grades (with photocopy) for the latest semester to the admission personnel.
• Step 2. Secure and fill-up an Application for Shifting/Re-admission form.
• Step 3. Bring the endorsed Application for Shifting/Re-admission to the appropriate registration adviser for action .(Your application will either be approved or disapproved depending on whether or not you are able to meet the required CGPA to the concerned program)
• Step 4. Bring back the approved Application for Shifting/Re-admission to the Admissions Office.
• Step 5. Secure the notice of shifting from the admissions officer.

You may now proceed to your registration adviser.

THE MSU-SASE (The Mindanao State University System Admission and Scholarship Examination)

1. The MSU-SASE is a Board of Regents-prescribed system-wide examination that is administered once a year in various test centers in the country with each campus supervising a pre-assigned group of test centers;
2. For several years now, this campus has been responsible for the conduct of the SASE in the following test centers:
3. MSU, Sanga-Sanga, Bongao, Tawi-Tawi (biggest test center)
4. MSU Ungos Matata CAS Extension, Tawi-Tawi
5. MSU Sibutu CAS Extension, Tawi-Tawi
6. MSU Mapun CAS Extension, Tawi-Tawi
7. MSU Sitankai Community High School, Tawi-Tawi
8. Sindangan National High School, Zamboanga del Norte
9. Liloy National High School, Zamboanga del Norte
10. The MSU-SASE as its name implies is the basis for qualifying incoming freshmen to the different academic programs in the University’s many campuses as well as for the scholarships and grants that are offered;
11. Each campus may set its cut-off scores for admission and scholarships provided no campus shall admit as regular students those with scores lower than the median score;
12. In this campus, students who fail may be admitted in the Fisheries Technology Program of the COF or the Associate in Secretarial Science of the CAS.

THE REMEDIAL PROGRAM

The MSU-Tawi-Tawi , in order to accommodate those whose scores are a little lower than the median, has been implementing the so-called Remedial Program wherein for the first semester of the student’s stay in the campus he is enrolled in a 9-hour per week remedial Math and another 9-hour per week remedial English. (Only upon passing both subjects is the student deemed qualified to be treated as a regular student)

SCHOLARSHIP AND GRANTS OFFERED IN THE CAMPUS



EXTERNALLY-FUNDED

This is a special scholarship for Fisheries, Marine Biology, Environmental Science and for Badjao students whose objectives are to attract more enrollees to the mandated programs, to increase the number of academically better students taking these programs, to help enhance efforts at gainfully strengthening such programs, and to augment the campus support for the Badjaos who comprise the main indigenous group in this province.

This special scholarship was first funded from the P5,000,000 allocated by the national government for this campus beginning AY 2014-15. Such was reflected in FY 2014 GAA (R.A. 10633). The MPBS scholars and grantees are classified in terms of maintaining and privileges as follows

To maintain the scholarship, a grantee must comply with the following conditions:

Privileges:

A one-time financial assistance of P5, 000 shall be given to each mandated program grantee. (Failure to complete the practicum will not mean being entitled to another financial assistance.)

A financial assistance of P2, 000 shall be given to each qualified graduating student. (P1, 000 will be for expenses incurred in the preparation, P1, 000 for payment as thesis fee)

1. Expanded Student’s Grants-in-aid Program for Poverty Alleviation (ESGP-PA)

   Grantees of this program are students belonging to indigent households under the National Household Targeting System for Poverty Alleviation for Poverty Reduction (NHTS-PR) as identified by the Department of Social Welfare and Development (DSWD). Potential grantees are to enroll in state universities and colleges (SUCS) in course offerings aligned with the priorities of the government. This campus has been allotted 154 slots. Benefits include PhP3,500 monthly stipend, PhP2,500 book allowance per semester and PhP10,000 per semester tuition allotment directly released to the school. Maintenance of the grant necessitates passing all subjects.

RATIONALE

THE MSU-Tawi-Tawi has been implementing policies on student scholarships (since AY 1998-99) based on the principle of faithfully reconciling the need for advancing academic excellence and coming to terms with the level of students it has these learners being disadvantaged as most are coming from remote or marginalized communities. Earnest in responding to such a concern, this university campus had formulated conditions for gaining and for maintaining scholarships, specifically on priority courses on science and mathematics, that through the years, have admittedly been found to be not as competitive as ideally should be. To rectify this particular situation, without losing sight of having to sustain mandated programs of this institution, as well as to simplify such policies and to reconcile them with the existing privileges of scholars and grantees, these revisions are herein adopted.

FEATURES OF THE REVISED POLICIES

1. Upgrading of the required CGPA (cumulative grade point average) for gaining and maintenance of scholarships and grants;
2. Prioritizing the CHED-mandated programs by means of relative lessening of stringency for gaining and maintenance of scholarships for such programs as compared to those for other courses;
3. Requiring scholars to render mentoring assistance to students with poor scholastic status;
4. Scrapping of the one-semester grace period given to academic scholars;
5. Removal of the “pending scholarship” status while having INC (Incomplete) marks;
6. Extending of scholarship privileges in summer for courses requiring such;
7. Providing for once-a-semester transportation allowance instead of once-a-year.

^@GENERAL POLICIES ON SCHOLARSHIPS AND GRANTS FOR

THE MSU TAWI-TAWI CAMPUS

(TERTIARY LEVEL)

Privileges granted to a select group of students in the campus are generally classified as scholarships or grants. A scholarship refers to privileges obtained on the basis of one’s high score in the MSU System Admission and Scholarship Examination (SASE) (administered annually throughout Mindanao) or very good scholastic performance. A grant, while not disregarding such factors, is based more on other attributes such as special skills or one’s ethnic origin.

SCHOLARSHIPS AND GRANTS:

1. Academic Scholarship
   1. The scholarship is gained through any of the following ways:

      It is awarded to incoming freshmen whose SASE scores are higher than a certain prescribed percentile rank (preferably not lower than the system 85%ile rank).

      The same is also awarded to valedictorians and salutatorians who satisfy the admission requirements set by the University.

      One may also gain this scholarship upon having

      1. been enrolled in the campus for at least two regular semesters (excluding semester when remedial subjects were taken);
      2. earned a minimum of 18 credit units (not to include PE) for each semester considered above; and
      3. a CGPA* of not lower than “1.50”.
   2. An academic scholar has the following privileges:
      1. P1,500** monthly stipend;
      2. free tuition and non-payment of miscellaneous fees;
      3. free issuance of available textbooks;
      4. free dormitory accommodation; and
      5. transportation allowance of a maximum of P1,500** per semester.
   3. An academic scholar shall comply with the following maintenance requirements:
      1. carry the curriculum-prescribed full academic load for each semester, (exceptions may be considered for cases the Scholarship Committee finds justifiable)
      2. have a CGPA of “2.00” or better, with no grade of “5.0” in any academic subject and all marks of “Inc”, if any, removed before the end of registration for the succeeding semester.
      3. render a minimum of 2 hours/week tutoring assistance to students with very poor scholastic standing (for sophomore and junior scholars)
2. MSU Tawi-Tawi Scholarship for Science and Mathematics (SSM)
   1. The scholarship is gained through any of the following ways:

      It is awarded to incoming freshmen whose SASE scores are higher than a certain prescribed percentile rank (preferably not lower than the system 85%ile rank) and who are enrolled in any of the science and mathematics courses.

      The same is also awarded to valedictorians and salutatorians who satisfy the admission requirements set by the University and who are enrolled in any of the science and mathematics courses.

      Any student taking a science or mathematics course may be awarded this scholarship after having

      1. been enrolled in the campus for at least one regular semester (excluding semester when remedial subjects were taken);
      2. earned a minimum of 18 (not to include PE) credit units for each semester considered above, and
      3. a CGPA* of not lower than “1.75” for BS Fisheries, BS Marine Biology Science (mandated programs for the university) and “1.50” for all others.
   2. A scholar for science and mathematics has the following privileges:
      1. monthly stipend of P1,800.00** for BS Fisheries, BS Marine Biology and BS Environmental Science;
      2. P1,500.00** for all others
      3. free tuition and non-payment of miscellaneous fees;
      4. free issuance of available textbooks;
      5. free dormitory accommodation; and
      6. transportation allowance of a maximum of P1,500** per semester.
   3. A scholar for science and mathematics shall comply with the following maintenance requirements:
      1. carry the curriculum-prescribed full academic load for each semester, (exceptions may be considered for cases the Scholarship Committee finds justifiable)
      2. have a CGPA of “3.25” or better with any “Inc”*** computed as “5”, for BS Fisheries, BS Marine Biology and BS Environmental Science
      3. “2.00” or better with any “Inc”*** computed as “5, for all others
      4. render a minimum of 2 hours/week tutoring assistance to students with very poor scholastic standing (for sophomore and junior scholars).
   4. Subjects re-enrolled due to failure, lapsed “Inc”, or unofficial dropping shall not be covered by the scholarship and the scholar shall have to pay for the corresponding required fee.
3. Special Privileges for Academic Excellence

   An academic or an SSM scholar whose CGPA is as stipulated below shall be accordingly classified and is to be awarded a certificate of commendation and be entitled (for the succeeding semester only) to the respective additional incentive:

   1. 1.46 to 1.75: Dean’s List of Scholars
   2. 1.21 to 1.45: Chancellor’s List of Scholars – Additional monthly incentive of P200.
   3. 1.00 to 1.20: President’s List of Scholars – Additional monthly incentive of P300
4. Cultural Community Grant (CCG)
   1. The scholarship is gained through any of the following ways:

      It is awarded to incoming freshmen whose SASE scores are higher than a certain prescribed percentile rank (preferably not lower than the system 80%ile rank).

      The same is also awarded to those who graduated First Honourable Mention or Second Honourable Mention and who satisfy the admission requirements set by the University.

      One may also gain this scholarship upon having

      1. been enrolled in the campus for at least two semesters (excluding semester when remedial subjects were taken);
      2. earned a minimum of 18 (not to include PE) credit units for each semester considered above; and a CGPA of not lower than “1.75”.
      3. Any scholar who fails to maintain his academic scholarship or SSM may still avail of the CCG provided conditions for the maintenance of the latter are met.

       

   2. A CCG grantee has the following privileges:
      1. P1,100.00** monthly stipend;
      2. free tuition and non-payment of miscellaneous fees;
      3. free issuance of available textbooks;
      4. free dormitory accommodation; and
      5. transportation allowance of a maximum of P1500.00** per semester.
   3. A CCG grantee shall comply with the following maintenance requirements:
      1. carry the curriculum-prescribed full academic load for each semester; and
      2. have a CGPA of “2.50” or better with any “Inc”*** computed as “5”.
      3. render a minimum of 2 hours/week tutoring assistance to students with very poor scholastic standing (for sophomore and junior grantees).
5. The Badjao Grant
   1. Any student who is a member of the Badjao tribe and is enrolled in not less than 15 units (excluding PE) may apply for this grant and submit the following documents to the Scholarships Office (if warranted, a quota for this may be set):

      The applicant will also have to pass a screening to be conducted by designated school officials.

      1. Certificate of Registration;
      2. Certification from the high school principal of tribe membership;
      3. Certification from barangay chairman of tribe membership;
   2. A Badjao grantee has the following privileges:
      1. P1,100.00** monthly stipend;
      2. free tuition and non-payment of miscellaneous fees;
      3. free issuance of available textbooks.
   3. A grantee shall comply with the following maintenance requirements:
      1. a Badjao grantee must be enrolled in not less than 15 (not to include PE) prescribed units in his degree program ; and must
      2. pass at least 60% of his enrolled subjects.
6. Skill/Talent Study Grant
   1. Specially-designated committees are required to submit to the Campus Scholarship Committee list of applicants who qualify based on earlier formulated sets of criteria that focus on the special skills and talents of grantees. Included under this grant are the following:
      1. Athletic Grant
      2. Athletic Grant
      3. Membership in the Campus Band or Combo
   2. A grantee has the following privileges:
      1. Athletic – P750**monthly stipend
      2. Tambuli Cultural Troupe-P600**monthly stipend
      3. Band/Combo- P600**monthly stipend
   3. A grantee shall comply with the following maintenance requirements:
      1. A grantee must enrol in not less than 15(not to include PE) prescribed units per semester in his degree program.
      2. He must pass 80% of the number of units as stated above;
      3. Further, a grantee can avail of this grant for a maximum of five (5) years only.
7. Fisheries Technology Study Grant (Fish Tech Grant)

   1. Fisheries Technology Grant is awarded to those taking up the Diploma in Fisheries Technology and who qualify based on the MSU SASE (preferably scores of not lower than 40%ile rank) and screening conducted by the College of Fisheries. A Fish Tech paying student may gain the study grant upon having, for at least two regular semesters, no grade lower than “VG” (Very Good).

      (If warranted, a quota for the number of FT grantees in a given semester may be set).

   2. A grantee has the following privileges
      1. P1,100. monthly stipend;
      2. free tuition and non-payment of miscellaneous fees; and
      3. transportation allowance of a maximum of P1,500.00** per semester.
   3. A Fish Tech grantee shall comply with the following maintenance requirements:
      1. A grantee must enrol in not less than 18 (not to include PE) prescribed units per semester in his degree program.
      2. He must pass 80% of the number of units as stated above.

IMPLEMENTING GUIDELINES for the 2013 REVISED POLICIES

1. All provisions herein are applicable to those who are to be admitted First semester AY 2013-14 and later.
2. For the maintenance and gaining of scholarships, the required CGPA* covers all prescribed subjects taken including the numerical grades in remedial and in PE (i.e. except NSTP and thesis). The completion grade for the removal of “Inc” accomplished within the registration period immediately following that when the “Inc” was obtained, shall be considered in the computation for scholarship maintenance.
3. Regardless of the year level when the scholarship is gained, it shall not be availed of beyond the regular period to finish the particular course. Hence, a scholar who gains a scholarship in his 3rdyear is entitled to a maximum of 2 academic years only or 4 semesters of this scholarship.
4. For those whose programs necessitates enrolling in summer, scholarship privileges may be extended to such period, upon the recommendation of the Dean and the evaluation/approval of the Campus Scholarship Committee. Their grades are to be included in the computation to determine scholarship maintenance for the succeeding 1st(This means that for maintenance of their scholarship for the succeeding 1st semester, those obtained in summer together with grades for the 2nd semester, shall be computed).
5. The mechanics for the tutoring/mentoring assistance required of scholars shall be formulated by the Campus Scholarship Committee.
6. A scholar who enrols in subjects outside of his degree shall pay for the extra units.
7. No scholarships or grants are awarded to students pursuing a second degree.
8. No student shall enjoy more than one grant or scholarship from MSU; hence, one may choose only either a scholarship or a grant, but not both.
9. Shifting to another course/degree is generally disallowed for scholars; one may shift on the condition that such would not result in undue extension of the scholarship and approval of the Campus Scholarship Committee is obtained.
10. No scholarship/grant can be availed of or gained in any of the extension campuses (e.g. Cagayan de Tawi-Tawi, Ungus Matata and Sibutu).
11. To withdraw from schooling without filing the appropriate leave of absence and deferment of scholarship/grant shall mean forfeiture of the same. Further, deferment may be permitted for a maximum of one year.
12. Scholars and grantees, just like other students, must finish their Physical Education courses and NSTP (National Service Training Program) within the first two (2) years of residence in the University.
13. Those who graduated valedictorian down to 2nd honorable mention who had to take the remedial subjects may apply for scholarships in the succeeding semester if all their remedial subjects are credited.
14. Scholarships gained other than on the basis of SASE scores must be applied for with the Office of Admissions and Scholarships.
15. A scholar/grantee shall sign a contract with the campus administration stipulating the terms of the scholarship/grant.
16. All student scholarships and grants are under the general supervision of the Campus Scholarship Committee.
